Sumatra PDF
Sumatra PDF is a free PDF, eBook (ePub, Mobi), XPS, DjVu, CHM, Comic Book (CBZ and CBR) reader for Windows. Sumatra PDF is powerful, small, portable and starts up very fast. Simplicity of the user interface has a high priority.

Okular and Sumatra PDF are both free and open-source PDF readers for Windows, Linux and MacOS. They provide a simple and user-friendly interface, allow basic reading options, navigation and text search within PDFs, support adding annotations and comments.

But Okular (released in 2005) is primarily designed for Linux users with integration into the KDE desktop environment. It's developed by the KDE Community, based in Germany. It offers more features: document signing, advanced annotations and has more customizable user interface. Besides PDF it supports some other document formats - ePub, PostScript, DjVu.

Sumatra PDF (2008) is initially a Windows program for users seeking a lightweight and fast PDF viewer. It's known for its minimalistic design and high speed, but provides fewer features compared to Okular like advanced annotation and editing tools.
